Set a kettle of water to boil. Poke the whole cloves into your lemon rind then place it at the bottom of an 8-oz glass. Pour 4 ounces of boiling water over top, cover, and let stand one minute to infuse.
Stir in the honey to dissolve, followed by the lemon juice and bourbon.
